Is it rare that a US-Canada dual citizen has a full time civilian job in Canada and serves as a reservist in the US military?

Not common but having to pay taxes for both countries will just about kill you though. To not pay Canadian taxes as well as US taxes while living in the US you have to declare yourself a non resident. And vice versa for paying Canadian taxes on the Reserve pay.

well, I can't imagine that's terribly common, so yes, probably on the rare side.
