You only need to dissolve the yeast in milk if you are using fresh yeast, if you are using easy blend dried yeast in the little sachets you do not need to dissolve it in milk, you just add it to the dry ingredients. If you are using the dried yeasts from a little tin you need to dissolve it in warm water with a little sugar added and then mix it in to the milk used in the recipe.
